1. To assign head coaches to Azerbaijan women’s national teams:
A national team – Siyasat Asgarov
U-19 – Vugar Asgarli
U-17; U-15 – Zamir Hasanov
2. To allocate 50.000 (fifty thousand) AZN for each club of the Topaz Premier League that their B teams participating in the I Division during the 2019/2020 season.
To determine 100.000 AZN financial sanctions to be imposed on Premier League clubs which B teams refused to play in the I Division.
3. To make following changes to the Procedural Rules of the Players Status and Transfer Committee:
- To apply Paragraph 1 of Article 5 (Content) of the Procedural Rules in the following edition:
“the Chairman of the Players Status and Transfer Committee is appointed by the AFFA Executive Committee. The other members of the committee are also appointed up to two (2) persons for the following each category by the AFFA Executive Committee:
5.1.1. Professional Football League – Nihad Mammadov
5.1.2. Clubs Committee – Orkhan Ahmadov
5.1.3. Independent lawyer – Farid Hagverdiyev
5.1.4. Registration and Statistic Unit – Seymur Salimli
- To apply the first sentence of the Paragraph 2 of Article 5 (Content) of the Procedural Rules in the following edition:
“Chairman of the committee may not be a member of AFFA. Chairman, members and Executive Secretary of the committee are obliged to maintain confidentiality of all facts that are known to them when executing their duties”.
- To replace the word “Choose” with the word “Define” in Paragraph 3 of Article 5 (Content) of the Procedural Rules.
4. To approve staffs of the Licensing Commission and the Licensing Appeal Committee as follows:

5. To establish a Football Academy within Turan-Tovuz club in Tovuz region. To empower the AFFA General Secretariat to adjust technical processes, construction and repair work on the establishment of the academy.
6. To start preparation and research stages to apply the VAR (video-assistant referee) system
