The next meeting of the Executive Committee of AFFA was held in "Dalgha Arena" today. After the discussions, the following decisions were made:
1. In the 2023-2024 season, Division I should be held with the participation of 10 teams:
1. "Shamakhi"
2. "Garadagh Lokbatan"
3. MOIK
4. "Mingachevir"

7. "Imishli"
8. "Difai Agsu"
9. "Araz Saatli"
10. "Karvan"
2. Starting from the 2023-2024 season, the II Division with a semi-professional status should be established and held with the participation of the following teams:
1. "Fuzuli"
2. "Goygol"
3. "Aghdash"
4. "Sporting Baku"
5. "Gusar"
6. "Markhal Sheki"
7. "Shefa Baku"
8. "Jabrayil"
9. "Lerik"
10. "Kurmuk Gakh"
11. "Shamkir"
12. "Kur-Araz"
Note: The general secretariat of AFFA and the Professional Football League should be entrusted with the preparation of the relevant final opinion regarding the teams that are supposed to play in Division I and Division II.
3. To approve the relevant changes in the Club Licensing Regulations (Edition 2023).
4. The General Secretariat of AFFA and the Professional Football League should be entrusted with the preparation of proposals regarding the right to broadcast the games of the Premier League and the Azerbaijan Cup.
5. In Premier League and Azerbaijan Cup games, there should be no restriction on the fact that 5 players who enter the field without substitution are legionaries.
6. No fee should be required for a legionnaire who is a member of the national team of his country and has not yet turned 21 before the start of the 2023-2024 season. No fee should be required for legionnaires who have played for their national team in the last 12 months, including official friendly matches on the FIFA calendar.
For legionnaires who do not meet the above-mentioned criteria, the following fee should be applied:
For the first 7 legionnaires recruited by the club during the season - 5000 (five thousand) manats
For 8-12 legionnaires recruited by the club during the season - 10,000 (ten thousand) manats
50,000 (fifty thousand) manats for 13 or more legionnaires recruited by the club during the season
If 1 player will be booked in the 2nd club during the season, no fee will be required.
Note: Although the footballers included in the 3 categories mentioned above are not taken into account for legionary payments, they are listed in number. The duty of the next legionnaire registered after the unpaid legionnaire is carried out according to the rank number. The limited number of legionnaires given to a Premier League club also includes the number of legionnaire players it recruits in the substitute squad. The legionary fee for I Division clubs should be set at 5,000 manats regardless of the number.
7. A new project should be prepared by the clubs and submitted to the AFFA, PFL and Inspection and Audit Committee regarding the 150 thousand (one hundred and fifty thousand) manats funds intended for the clubs that transfer football players to foreign clubs in the program of financial assistance allocated to the clubs by the state.
8. Vitaly Borisov should be appointed the head coach of the Azerbaijan national futsal team. The contract period of the head coach should be determined according to the 1+1 system.
