The ordinary meeting of AFFA Executive Committee was held at SOCAR Headquarters on June 25, 2025.

AFFA President Rovshan Najaf provided information about the agenda of the meeting.
Then, the issues on the agenda were discussed.
 
First, AFFA General Secretary Jahangir Farajullayev provided information about UEFA HatTrick investment programme. It was noted that it is planned to apply to UEFA and implement the following infrastructure issues within the HatTrick investment project:
 
- To provide repair works at Bayil stadium and the administrative building located on the territory of the stadium for the implementation of the pilot project of the Football Development Center in connection with the undertaking of AFFA Development Strategy.
- To bring the infrastructure at Agsu city stadium to the requirements of the Premier League.
To begin documentation and design works in the following fields in order to apply to UEFA within the AFFA Development Strategy:
- Construction of the First Regional Development Center.
- Renewal of the grass cover of two pitches for playing league matches of lower age groups.
 
Then, discussions were held on the Substitutes League. AFFA General Secretary J. Farajullayev provided information on the progress of the last season in the Substitutes League, the situation of the teams, and statistics. The opinion of the Clubs Committee on the issue was listened to. The Substitutes League will be continued as in the last season.
Then, the issue of head coach of Azerbaijan Futsal team was considered. Based on the presentation of the Futsal Federation of Azerbaijan, the appointment of Yevgeniy Kuksevich as head coach of the Futsal A-team and Aleksey Kudlay as physical training coach was approved. The term of the contract with both specialists is 1 year.
AFFA General Secretary J. Farajullayev informed the members of the Executive Committee about the situation in women's football. He brought to the attention the performance of Azerbaijan Women’s team in the UEFA Women’s Nations League, as well his views on the last season in the Women's leagues. It was also observed that structural changes in Women's football in AFFA will be made in the near future.
