AFFA Licensing Commission meeting took place today.
The Licensing Commission meeting is held
The documents of the clubs to apply to participate in the season 2025/2026 of UEFA men's and women's club competitions, Misli Premier League, League I and AFFA Top Girls League are reviewed during the meeting.
After discussions based on Article 9 of the Azerbaijan Football Clubs Licensing Regulations (Edition 2024), AFFA Licensing Commission made the following decisions:
 
1. To grant licenses to the following clubs to participate in UEFA men's club competitions:
“Araz-Nakhchivan” PFK, “Qarabag” FK, “Neftchi” PFK, “Sabah” FK, “Sumgayit” FK, “Turan Tovuz” PFK IB, “Zira” PFK.
 
2. To grant licenses to the following clubs to participate in UEFA women's club competitions:
“Neftchi” PFK, “Sumgayit” FK.
 
3. To grant licenses the following clubs to participate in the Premier League competitions:
“Baku Sporting” FC, “Difai” FC, “Imishli” FC, “Karvan” FC, “Kapaz” PFK IB, “Gabala” IC, “Sabail” PFK, “Shamakhi” FC.
 
4. To grant licenses the following clubs to participate in the League I competitions:
“Jabrail” FC, “Dinamo” FC, “Hypers Guba” FC, “Garadag Lokbatan” FC, “Mingachevir” FC, MOIK FC, “Shahdag Gusar” FC, “Shafa” FC, “Shamkir” PFK, “Shimal” FC, “Zagatala” FC.
 
5. To refuse licenses the following clubs to participate in the League I competitions:
“Araz Saatli” FC, “Fuzuli” FC.
 
6. To grant licenses to the following clubs to participate in AFFA Top Girls League:
“Araz-Nakhchivan” PFK, “Baku Juniors” FK, “Dirchelish” FK, “Gabala” IK.
 
A license applicant applying for an UEFA license has the right to file an appeal within 10 (ten) days after receiving the decision of the Licensing Commission. For license applicants applying for the remaining types of licenses, this period is 5 (five) days.
  
Note 1: In accordance with Article 14 of the Azerbaijan Football Club Licensing Regulations (Edition 2024), clubs that have obtained the following licenses in the season 2025/2026 are automatically considered to have obtained the other license(s):
∙ Clubs that have obtained a license to participate in UEFA men's competitions are automatically considered to have obtained a license to participate in the Misli Premier League and League I competitions for the same season.
∙ Clubs that have obtained a license to participate in the Premier League competitions are automatically considered to have obtained a license to participate in the League I competitions for the same season.
∙ Clubs that have obtained a license to participate in UEFA women's competitions are automatically considered to have obtained a license to participate in the AFFA Top Girls League competitions for the same season.
Note 2: Clubs not listed above have declined to participate in the licensing process.
