AFFA Licensing Commission held a meeting today. The meeting reviewed the documents of the clubs that applied to participate in the UEFA men's and women's club competitions, Misli Premier League, League I, League II and AFFA Senior Girls' League in the season 2026/2027.
The meeting of the Licensing Commission held
AFFA Licensing Commission, after discussions based on Article 9 of the Regulations on Licensing of Azerbaijani Football Clubs (Edition 2025), decided the following:
 
1. To grant licenses to the following clubs to participate in UEFA men's club competitions:
“Araz-Nakhchivan” PFK, “Qarabag” FK, “Gabala” IK, “Neftchi” PFK, “Sabah” FK, “Sumgayit” FK, “Shamakhi” FK, “Turan Tovuz” PFK IB, “Zira” PFK.
 
2. To grant licenses to the following clubs to participate in UEFA women's club competitions:
“Neftchi” PFK, “Sumgayit” FK.
 
3. To grant licenses to the following clubs to participate in Premier League competitions:
“Baku Sporting” FK, “Difai” FK, “Imishli” PFK, “Karvan-Yevlakh” FK, “Kepez” PFK IB, “Mingachevir” FK, “Sabail” PFK, “Shafa” FK.
 
4. To grant licenses to the following clubs to participate in the League I competitions:
“Jabrail” FC, “Dinamo” FC, “Garadag Lokbatan FC”, “Guba” FC, MOIK FC, “Shahdag Gusar” FC, “Shamkir” PFK, “Shimal” FC, “Xankendi” FC, “Zagatala” PFK.
 
5. To grant licenses to the following clubs to participate in the League II competitions:
“Aghstafa Genjlari” FC, “Araz Saatli” FC, “Bilasuvar” FC, “Kur Araz” FC, “Lankaran” FC, “Marafon” IK, “Ramana” FC, “Samur” FC, “Shafag” FC, “Sheki City” FC, “Shirvan” FC, “Zangezur” FC
 
6. Not grant licenses to the following clubs to participate in the League II competitions:
“Aghdash” FC, “Khazar Agjabedi” FC.
 
7. To grant licenses to the following clubs to participate in AFFA Senior Girls League:
“Araz-Nakhchivan” PFK, “Baku Juniors” FK, “Dirchelish” FK, “Imishli” PFK, “Gabala” IK, “Liman” UFK, “Sabah” FK, “Shafa” FK, “Umid” FK.
A license applicant applying for an UEFA license has the right to file an appeal within 10 (ten) days after receiving the decision adopted by the Licensing Commission. For license applicants applying for other types of licenses, this period is 5 (five) days.
 
Note 1: In accordance with Article 14 of the Licensing Rules of Azerbaijan Football Clubs (Edition 2025), a club that has received a license is automatically considered to have received a license to participate in competitions below the league in which it plays.
Note 2: “Goygol” FK, which participated in the League II competitions, as well as “Tehsil 8” FK and “Zagatala” QFK, which participated in AFFA Senior Girls League competitions, refused to participate in the licensing process.
